BUG: Program plugin loads only UWP apps

### Problem Description

In Program plugin I have all index sources and all default file types enabled, I've added two custom directories, but the plugin indexes only UWP apps. It's not possible for me to get other apps there - I've tried reindexing multiple times and running Flow under Administrator. There is no error in logs.

### To Reproduce

1. Install Program plugin
2. Enable "UWP Apps", "Start Menu", "Registry", "PATH"
3. Enable "appref-ms", "exe", "lnk" in File Type dialog
4. Reindex
5. Try searching for _any_ standard application (non-UWP App) -> no result
