[Feature Enhancement] Add per application ignore hotkeys for borderless windowed games

More and more people are using borderless window mode when gaming, and the current fullscreen gaming mode does not cover this use case.

Add an ignore list to allow adding applications manually for ignoring hotkeys

Detect borderless window mode if possible
