Missing English streetlist and too small English citylist

The German localization is great, but sadly the English localization is lacking. There is no streetlist_en.txt at all and the citylist_en.txt is so small I end up with lots of "simcity" named cities when doing large maps.

I know I can edit these easily by hand, but figured to file an issue any way so people know to populate the lists themselves before creating a map if they are playing in English rather than in German.

Start by comparing the existing German localization lists with citylist_en.txt and checking whether streetlist_en.txt exists in the pakset data. Populate the English street and city lists with enough entries for large maps, then verify that English map generation no longer falls back to many "simcity" names.
