[Request] Integrate Support For Noesis GUI

Noesis GUI is a professional UI framework using XAML & Data Bindings to establish a comfortable MVVM experience. It provides a native & managed SDK for "easy" integration.

Judging by the integration documentation [Native Integration](https://www.noesisengine.com/docs/Gui.Core.SDKGuide.html) this should be doable with FlaxEngine(?).

I think this would be an awesome feature to implement and attract many that are hoping for easier access to high quality UI frameworks.
