[Suggestion] Ability to install and use Flax without Administrative rights on Windows

**Issue description:**
Not being able to install and use Flax in Windows with a user account without administrative rights.

**Flax version:**
1.6

**Suggestion:**
Implement the ability to install Flax in the local user folder (Ex.: "C:\Users\username\AppData\Local"), so there's no need for administrative permissions.

**Benefits:**
Bring Flax in parity with other open source projects like Blender, Inkscape, Gimp, Godot and etc, that allow the installation and usage without administrative rights on Windows.
Increase safety and make Flax more convenient.
