Creating a custom Blockchain Timestamping Service...

**Is your feature request related to a problem? Please describe.**
Due to a possible breach in the Originstamp TOS and no support reply so far, an alternative needs to be found (I don't plan and screwing around and finding out if it's a TOS violation or not)

**Describe the solution you'd like**
- Creating a timestamping service that works with multiple blockchains but least ETH & BTC
- It needs to be cheap to run
- The actual blockchain part needs to be as small as possible since I'm no expert
- E-Mails need to be generated in the decentproof-backend
- Needs to be opensource

**Describe alternatives you've considered**
- Using a different service, but they seem to be mostly not based in the EU and I'm not sure if they cover the use case

**Additional context**
- This will be a pain to develop and I can push the release further back again... yeay...
- At least I got a great name: BTS => Blockchain Timestamping System
- It will be it's own repository
