### Describe the bug

The current tags, when creating a feature request or tags that are displayed in a feature - read-only card, don't pass accessibility standards.

### Steps To Reproduce

Organisations > Projects > Environments > Features (view tags displayed that attached to a feature)
Organisations > Projects > Environments > Features > Create features > Add tags

### Expected behavior

A new design that passes accessibility standards
Bonus:
- remade the icon for predefined tags - Stale state (previously too detailed for the size)
- added a new icon for - PR dequeued state (previously missing)
