Frontend for Flag Dependencies (CRs not enabled)

Implement the following mockups (subject to change according to the comments below):

Comments:
- “Must be” column will be omitted for V1, and we’re assuming “must be enabled” for every dependency (see override details in [2.3.1 POST .../dependencies/{prerequisite_feature}](https://app.notion.com/p/flagsmith/RFC-Dependent-Flags-3c9a2b634bf9804bae0bfe8220fc2100?source=copy_link#3cca2b634bf9807b9e8be03c1ccfd477).
- Clicking through a dependent feature navigates to the Dependencies tab of that feature.
