Identity Overrides tab empty in Edit Change Request modal

## Description

The "Identity Overrides" tab in the Edit Change Request modal renders completely blank — no content, no loading state, no empty state message.

## Steps to reproduce

1. Create a Change Request (e.g. a scheduled flag change)
2. Go to Change Requests page and click on the change request
3. Click "Edit Change Request" (or it opens the modal directly)
4. Switch to the "Identity Overrides" tab
5. Observe the tab content is completely empty

## Expected behaviour

The tab should either show identity overrides associated with the change request, or display an appropriate empty state message.

## Actual behaviour

The tab renders with no content at all — completely blank.
