Spike: Platform Hub Release 1

Platform Hub has currently been successfully tested on a self-hosted setup with a fairly small data sample. In SaaS, the Influx queries are noticeably slow (taking around 30 seconds for multiple orgs) and yield incomplete data (with no project-level usage breakdowns).

Our technical goals for Release 1:
- Ensure the self-hosted Platform Hub works well with actual production analytics data.
- Have project-attributed usage data in SaaS available for the Platform Hub.
- Have performant data retrieval in SaaS for multiple orgs.
- Display active seats per project (how do we define 'active'?) [out of scope for this spike]
- Self-hosted: exclude FoF orgs/projects
- CSV export

The outcome of this spike will be an Epic detailing out pieces of work remaining to fully implement the above.
