Write a frontend documentation contributing guidelines

## Objectives
Have a single source of truth to provide guidance in how to use the codebase and contribute to the frontend codebase.

## DoD
This document must include the following items to be considered as done:
- Revamping on how to run the frontend in local mode
- Project structure description and where to create / find components, typings
- State / API requests presentation
- Code expected standards (naming, patterns, DOs and DONTs)
- Code examples
