Make "Assigned Group" a field that is avaliable during feature creation and mandatory

The association of a feature to a group is critical in larger organizations. Right now, assigning a group is only avliable upon editing an existing feature and is not required.

Add the "Assigned Group" to the feature creation process and make it mandatory
