Make custom field (metadata) be a pre-defined list

Currently custom fields can be freeform but might need to be a value that is pre-defined list.

Give organization admins the ability to set a custom field as a drop down and provide values for the field that users select

One example is that people want to associate a feature to a team, and they want the custom field to be a pre-defined list vs. users manually typing them.
