Popup bike lanes should get the same functionality as other planning phases

- planning that are Pop-Up-Lanes should get a green pin in the analysis view https://fixmyberlin.de/analyse/planungen
- it should be possible to filter pop-up-lanes in the top right dropdown for phases
- on the plannings-map an aditional filter should be available for pop-up-lanes making it possible view only pop-up-lanes (doesnt need to be adressed in the same release)

Start by tracing the planning data used by the analysis view at https://fixmyberlin.de/analyse/planungen and the planning-map entry point. Check how planning phases are represented and exposed to the phase dropdown, then identify what is needed for Pop-Up-Lanes to appear as a green-pin phase and be filterable. Done means the phase filter and analysis behavior work; the map filter may be handled in a later release.
