Allow link opening in new window (eg. newWindow: true)

I would like to make it more convenient to go from the PR comments to our staging site and back.

### Change to the action that would solve that use case

Simply allow an option to open to a new window or add _blank.

### Other considerations
I looked around and couldn't find an easy way to do this without rewriting the comment. But it is entirely possible I missed something!
