Automatic Restart Markers

For now we handle the writing of restart markers into the `propti_db.csv` via the job-script. This functionality should make it into core PROPTI, such that it is not dependend on the user and we can provide a better, more generalised clean-up function. For now it is very specific to our first use cases, namely the SCE. We ran into issues for CAB and needed to set up an individual solution.
