[Bug] Preserving annotation with annotation makes Settings Window makes Settings window not focusable/closable

Ways to reproduce:

1. Settings -> Preserve annotations (and do not close Settings flyout!)
2. Use Vertical/Horizontal ruler at least once
3. Try to drag or close settings flyout but it does not respond

Current Workaround:
Way 1: Delete all annotations with the close button one by one until they are all gone
Way 2: Delete all annotations and close Settings window with ESC

Reproduce the issue by enabling Preserve annotations, using a vertical or horizontal ruler, and then trying to drag or close the Settings flyout. Trace the annotation and Settings flyout interaction; done means the flyout remains draggable and closable without deleting annotations or pressing ESC.
