Add an API to return a piece status

related to #275
to give insights on how many healthy copies there is is the system, i,e: synpase.pieceStatus can take a CID , then return, how many pieces of that CID can we find in the system, who's the SP storing it, in which dataset; based on the current balance, how much longer would this peice to be store; is it active (pdp not faulted) or its last proving observed onchain.
