[Tracking] Fund wallets for the 202608 contract release upgrade

Scope:
- [x] Fund the mainnet wallet:
- [Jennifer's dashboard](https://bafkreibpcinkqc6ntjap5v6py7isoxb3egn6xvzkjjc7j2vun6m7izk4xm.ipfs.inbrowser.link/) shows the pricing deficit and the funding needed to cover it before upgrade.
- Work with @TippyFlitsUK to get more funds as necessary.
- [ ] (not blocking) Stop over-creating datasets. Backlog item for this https://github.com/FilOzone/dealbot/issues/681. Suggested solution: switch DealBot to whitelist mode, so an SP must be explicitly whitelisted before DealBot creates deal datasets against it, since each one carries real cost and operational load. Given we don't have a huge influx of SPs, for now when there is a new SP we can establish communication and add them to dealbot if it makes sense.
- [ ] (not blocking) Produce script to audit open datasets and optionally remove "non-compliant" ones. The script sees which SPs should have datasets and how many and then surfaces all datasets outside of this set. The operator can then choose to delete all those datasets.

Note: items 2 and 3 aren't blocking for the mainnet upgrade. As long as we sufficiently fund the wallet, the mainnet upgrade can proceed. 2 and 3 are brought up so we don't waste funds and not need to refill as frequently.

Why?
This change is needed as we continue to hit issues with funding of the dealbot wallet due to high cost of operations. We are about to hit funding issue with 202608 release.
