Automated "alerting" if an SP should get approved or unapproved

## Done Criteria

- If an SP starts or stops meeting approval criteria, we should be alerted.
- If we make a severity distinction, failing to continue to meet approval thresholds requires more prompt response (i.e., remove from approval list) than if an SP is now starting to meet approval criteria (i.e., add to approval list).

## Why Important

https://github.com/FilOzone/dealbot/issues/239 is relying on manual checking which is not a robust mechanism. In https://github.com/FilOzone/dealbot/issues/239 we stated that we'd followup with an automated solution within 1-3 weeks of GA.
