Bug: holograms disappear when joining the server

I am running a Paper 1.21.4 server as a lobby which connects to other servers using the Velocity proxy. I always join through Velocity, and have set the lobby as the default world. The Java version is 21.

When loading into this lobby server (either from the Minecraft main menu or through teleporting via the Velocity /server command) there seems to be a 40% or so chance that my holograms will not load in.

**This lobby is running the following plugins:**

EssentialsX-2.21.0
EssentialsXSpawn-2.21.0
FancyHolograms-2.4.2
LuckPerms-Bukkit-5.4.131
SimplePortals-1.7.6
Spawn-2.4.1

**Things I have tried:**

- resetting the tick speed to default (I have it at 0 to prevent snow from melting)
- using a lightly modded 1.21.4 client and an unmodded 1.20.6 client (I'm using the Via plugins through Velocity to connect with different versions)
- restarting the server several times
- changing the update_text_interval in holograms.yml
- changing visibility_distance in the config.yml
- changing the name of the lobby world in case the plugin was somehow confused by having Velocity connecting multiple servers with the base worldname "world"

Nothing out of the ordinary happens in the server console, nor in the FH-logs. The first time 0 holograms loaded in the logs was when I first installed the plugin, and the second time was after I changed the world name (but before I updated the world name fields in holograms.yml).
