The release notes are lacking of an entry which tells about removal of telemetry capability.

This in particular is confusing, because `Fallout.Migrate` removes every telemetry opt-out env vars.

### Reproduction Steps

Make a migration 10.3.x to 10.4, see the telemetry env vars beeing removed, check in release notes for 10.4 -> nothing there.
