golem.de: send a topic proposal

### Problem

Golem has no guest-article programme, but its Impressum says the newsroom is continuously looking for freelance authors and asks people to write in "gerne auch mit konkreten Themenvorschlägen", meaning with concrete topic proposals.

### Outcome

A topic proposal is sent, or Golem is ruled out with a reason.
