Add or improve tooltips in Tunerstudio

There are a number of menus and settings in Tunerstudio that are frequently the source of questions for new users. Adding contextual help will make FOME easier to use and prevent the same questions from being asked by users. Also adding links to the wiki where applicable for more in depth information would be good

Settings that need tooltips:

- [ ] - Barometric pressure correction
- [ ] - Injection Phase
- [x] - TPS/TPS extra fuel
- [x] - TPS?TPS AE RPM Correction

Settings with tooltips that should be improved:

- [ ] - Idle settings (derivativeFilterLoss, antiwindupFreq, Extra idle air if throttle)
- [x] - Charge temperature Estimation (explain how this is used in fuel calculation)
- [x] - Idle Target RPM
- [ ] AE Decel threshold

Start in Tunerstudio's settings screens and review the remaining unchecked items: Barometric pressure correction, Injection Phase, idle settings, AE Decel threshold, and the listed tooltip improvements. Compare existing tooltip wording and wiki links where applicable; done means the remaining settings have contextual help and the requested explanations are improved.
