This file contains a valid CT - Patient Protocol
#### Steps to Reproduce
[AMI](https://fnndsc.github.io/ami/#viewers_upload) returns frame._pixelData contains only zeros after parsing and shows black image.
[cornerstoneWADOImageLoader](https://rawgit.com/cornerstonejs/cornerstoneWADOImageLoader/master/examples/dicomfile/) has the same behavior
> Min Stored Pixel Value: 0
> Max Stored Pixel Value: 0
#### Expected Results
[DicomLibrary](https://www.dicomlibrary.com/) opens it perfectly
