Option to automatically enter "In Review"

When no action is taken by the Head Referee and penalty tablets are not used, Official Scorer's control when a match is _ready to Post_. With the new separation of Official Scorers from Referee deliberations, the default _ready to Post_ indication may be preferred to shift to be controlled by the Head Referee. This is primarily applicable to match-flows that use the Match Control Page's "Commit & Post Last Match" button as an indication to Post.

**Describe the solution you'd like**
An option in the Match Control Page to automatically enter "In Review" state when a match is loaded.

Start at the Match Control Page and trace how a match is loaded and how the “In Review” and “ready to Post” states are set. Add a configurable option for automatically entering “In Review” on load, then verify that the existing “Commit & Post Last Match” flow still behaves correctly.
