Inspector devices stay in split inspection even after disabled

**Describe the bug**
Inspector devices that enter into the split hardware/software-sizing mode stay in that mode even after it is disabled.

**To Reproduce**
Steps to reproduce the behavior:
1. Turn on the split hardware/software sizing in the admin panel
2. go to the hardware inspection page on an inspector device (or LRI device)
3. Turn off split hardware/software sizing in the admin panel
4. Observe on the inspector tablet that you stay on the hardware only inspection, even after reloading/navigating within the split inspection team list

**Expected behavior**
the inspector tablet should get kicked out of the split mode or otherwise be prompted to move to the combined inspection page.

**Additional context**
This was in an event a month ago so im happy to explain it better if someone is interested in fixing it.

Reproduce the issue by toggling split hardware/software sizing in the admin panel and navigating the hardware inspection page and split inspection team list on an inspector or LRI device. Trace how the disabled setting is checked during reloads and navigation. Done means the device leaves split mode or prompts the inspector to use the combined inspection page.
