Late Portfolio Submissions Not Marked on Event Judging Page

**Describe the bug**
Portfolios submitted to FTC Scoring after the deadline were not marked late with a clock next to their submission

**To Reproduce**
Steps to reproduce the behavior:
1. Refer to the Western Edge Premier Event - Sand Division event. Event Code FPEWESND
2. Review submissions
3. The deadline was 5/25/2026, 11:00 PM CDT
4. Click the "..." in the upper right-hand corner then "Document Properties"
5. The Portfolio was "Created" and "Modified" at 5/28/26, 8:49:58 PM. The timezone is unknown but after the deadline.
6. No notice of a late submission or re-submission was flagged.
(This made it hard for remote Judges to know if a new Portfolio was submitted after Judging had started)
