Pit report shouldn't default to pit numbers when they aren't shown

**Is your feature request related to a problem? Please describe.**
Mildly odd UX. The pit report can optionally show pit numbers. If not shown, the pit report has a dropdown that will change it to show team numbers instead. But, on page load, page still shows pit numbers by default (which don't make sense since they're not visible on the report), and the dropdown acts weirdly as a hidden option is selected and disappears after selecting pit numbers.

Default to team numbers? Dynamically change the default based on what is actually available on the report?

Ignore the minor quirkiness.
