Make FTA notes available on FTC Cloud

**Is your feature request related to a problem? Please describe.**
I like to use the FTA notes to keep track of issues teams have during my events. However, unless I download the event DB myself, I don't have access to that data after the event. I am also not able to access that data during other events the team is at.

**Describe the solution you'd like**
1. FTA Notes for events I am assigned as an FTA/FTAA/CSA to be available on ftc-scoring.firstinspires.org, much like as Event Scoring Admin I can access the cycle time report
2. (stretch, can be another request) The ability for team notes to persist across events
* e.g. "this team had issues with X because of Y. Recommended they do Z to mitigate it before their next event"

**Describe alternatives you've considered**
1. Download the DB to load it at home. Still requires me to find a way to offload them somewhere else. And I'm not going to give all my FTAAs an event DB.
2. Take notes in a separate system
