Description
**Is your feature request related to a problem? Please describe.**
As an FTA(A), there are often times I need to make notes about situations beyond just team troubleshooting. The current FTA Notes tool lets us track problems for a team across matches, and is a great tool to share information *about a team* between FTA(A)'s and CSAs. There are other things I need to make note of, like general field damage, arena fault conditions, "this is what I saw and why I made the decision I did". These notes give me (and other event leadership) an audit trail of decisions or information.
**Describe the solution you'd like**
1. The ability to create notes for a match, but not tied to a team
* e.g. "blue gate in match 2 stuck open. acceptance check was not run, ramp was twisted during setup"
2. The ability to create notes for a field, i.e. not tied to a team or match
* e.g. "field display keeps locking, replaced with personal trusted device during lunch"
3. The ability to create notes for an event, i.e. not tied to a team or match
* e.g. "staticide applied night before; humidity at 50% at 9am"
A bonus request is to make these notes available to FTAs outside of events. Like how as a Event Scoring Admin I can see the event Cycle Times report in the Cloud. (I will make a separate FTC Cloud feature request for this).
**Describe alternatives you've considered**
1. I currently use iPad Notes (with an Apple Pencil) to make these notes.

Research direction
No files, tests, or entry points are named. Start by tracing the existing FTA Notes flow and its data model, then determine how match-, field-, and event-level notes should be represented and accessed; done means each requested note scope works without requiring a team and existing team notes remain usable.
