Head Ref Tablet does not advance to loaded match from a non-posted match

**Describe the bug**
While using the head referee tablet, if a match does not have a score committed and posted (such as with a ref training test match that we don't care about the score for), the HR tablet will be "stuck" on that match and not advance to the currently loaded/playing match until the unposted match has been posted.

**To Reproduce**
Steps to reproduce the behavior:
1. Create a test match, and play through the whole match's time, but do not commit or post through the match control page
2. Create and start a second test match
3. Notice the HR tablet does not line up

**Expected behavior**
The HR Tablet should always line up with whatever the loaded match is for that field.
