Description

**Is your feature request related to a problem? Please describe.**
I am trying to provide a way to help announcers (and other field personnel) see the status of the field without referring to a tablet or looking at the scoring/tech table at an event. Specifically I am looking to be able to indicate via stack light at the field if the field scorekeepers have have marked the teams as ready and the score is ready to be posted for the announcer.

**Describe the solution you'd like**
I would like additional websocket messages to be generated when a team is marked as ready, and when scores are ready to be committed and posted (holding this message until the head ref has released a hold).

**Describe alternatives you've considered**
Placing a laptop with the match control screen up near the field, or mirroring a display from the scoring table could work. Using in ear monitors or two way radios may work to let the people who need to get status updates with someone from a scoring table that can speak to them.
Exposure of these types of states through Companion would also work.

**Additional context**
I am looking to create simple stack lights monitoring an mqtt for field events to be able to provide visible field status for announcers, and field crew. With these new events being published more advanced automations could happen around lighting and AV.
