Offseason builds: Allow changing break timers (T206 and playoffs)

To help schedule-constrained offseason events to run more effectively, I'd like the ability to modify the T206 timers and the 4, 6, and 8 alliance 8/15 minute break timers (within reason).

For example, LOKI 2025 is modifying T206 and the playoff schedule (8 alliance FRC style) to be:
* Minimum 4 minutes between qualification matches
* Minimum 7 minutes between playoff matches
* 7 minute breaks between M12/M13 and M13/M14
* 10 minute breaks between M14/M15 and M15/M16 (if needed)

At this event we will instruct teams to ignore the timers during playoffs, but for future events it would be nice to use the timer displays to their full potential.
