Description
**Is your feature request related to a problem? Please describe.**
During most events, the time that teams are supposed to be at the queueing tables is usually different from when the match starts. Also, especially at larger events like Champs, there are sometimes multiple queuing check-in spots. Logically, teams should know to go from the first station to the next one, but sometimes they don't!
At Champs, we all had schedules printed out, but teams would check in at the pits and then disappear, or avoid the pit check-in entirely, and only check in at the tables next to the fields. When that happened, runners from the pits would have to come down to the tables to see if teams showed up, or we'd have to use Slack to specify that teams are missing.
**Describe the solution you'd like.**
Allow event admins/scorekeepers to set the amount of time before a match that teams should be queued, which is displayed on the schedule. For example, if that time is 10 minutes, before the `start` column, there'd be a `queue time` column, which in the below image would have 7:50 AM for match 1 and 7:58 am for match 2.

Also, it would be beneficial for the queuers to be able to check teams off when they check in at each of the queueing tables, which could literally just be checkboxes next to the team numbers for each match on a Queuing page of FTCLive. We'd need Queuer tablets, but we'd only really need two (per division, for multi-division events), and smaller events wouldn't need this system anyway so they wouldn't need the extra tablets.
**Describe alternatives you've considered**
For the first part, the best we can do is just tell teams to queue 10 (or however many) minutes before their scheduled match starts during Field Inspection, but in my experience teams need a constant reminder.
For the second part, I've heard some events have Google Sheets spreadsheets set up, but that requires the event to have internet access or reliable cell data, which for many events (especially ones hosted at schools) isn't possible.
**Additional context**
I guess in theory this would only be *necessary* for the Champs build of FTCLive but it would be appreciated to have at all events.

Research direction
Start by locating the schedule display and the proposed Queuing page in FTCLive, then trace how event admins or scorekeepers configure event timing. The issue describes two deliverables: a configurable queue-time column on schedules and per-table team check-ins. Done means both workflows are defined, implemented, and verified for single- and multi-division events.
