Mark team ready for inspection without needing LRI credentials

When using inspection readiness volunteers at champs they were unable to mark a team as "ready" because the only way to get a team into the ready state is from the Lead Inspector Override page. Same for the inspection admins to show a team was ready for re-inspection.

**Describe the solution you'd like**
Some way to set a team as "Ready" while only logged in as Inspector rather than requiring Lead Inspector.

**Describe alternatives you've considered**
We worked around this mostly by moving all the ready state information from the score system to the Slack.
