Wrong amount of time shown after tie match in playoffs

**Describe the bug**
System reports 15 minutes until next match when playoff M2 ties with 6-alliance bracket.

**To Reproduce**
Steps to reproduce the behavior:
1. Setup event with 6 alliances
2. Enter a score of tie for playoff Match 2
3. Observe system reports 15 minutes until next match.

**Expected behavior**
Per 13.6.2 in this case it should be 8 minute delay before M2 is replayed.
