Allow printing on advancement report

When sharing advancement with our PDP or others, it is not straightforward to get the information out of the scoring software.

**Describe the solution you'd like**
I would like a print button on /dashboard/advancement, similar to the pages under /reports/*

**Describe alternatives you've considered**
I copied the table on the page and saved it as a tsv.

Start at the /dashboard/advancement page and compare its behavior with the pages under /reports/*. Trace how those pages expose printing, then add equivalent access for the advancement report; done means users can print the advancement information without copying the table manually.
