Add a mechanism to update the competition manual bundled with the scoring system Resources

With regular competition manual updates, it is highly possible for the competition manual in the Resources section of the local scoring system to become out of date, especially if the scoring updates become more irregular.

Add a mechanism to update the manual (without a full release), possibly related to the auto updater.
