HR Notes - Creating a note for a team does not pre-select that team tag when applying it to a match

**Describe the bug**
On the HR Notes page, when adding a note for a team for a particular match, the team is not automatically selected.

**To Reproduce**
Steps to reproduce the behavior:
1. Go to HR Notes tab
2. Click on 'By Team'
3. Select a team (99995)
4. Select the match to apply the note to (Q7)

6. Observe the team is not selected by default (99995)
*

**Expected behavior**
When creating to a match note for a particular team, starting from the team page, that team should be automatically selected.

This was raised by our HR at an event - there was confusion about the note they wrote because it was not applying to the team, just the match.
