Opening the Manage Server page without any connected networks causes a server error

**Describe the bug**
When the Manage Server page is opened (regardless of OS) while the computer is not connected to a network, a 500 Server Error page appears instead. If the computer is then connected to a network, after a short period of time, the page loads without issue.

**To Reproduce**
Steps to reproduce the behavior:
1. Start the FTCLive software on a computer that is not connected to a network.
2. Log in and open the Manage Server page.
3. Observe the Server Error page.

**Expected behavior**
Manage Server page appears.

- OS: Windows 11, MacOS 12
- Browser: Chrome, Firefox
- Version: latest

**Additional context**
I started the server on a laptop before connecting it to the network and noticed the issue, but it went away after a while of the system being connected to the network.
