Allow Judges to view Advancement Report

We (Oregon) are trying to print as little as possible. For the awards ceremony, the judges have been taking a scoring tablet and logging in with the judge account, and reading their awards script off of there. However, once we move on to advancement, the judges are not able to see the advancement list.

Allow the judge user to view the advancement list, so they can read it out during the awards ceremony,

**Describe alternatives you've considered**
We've been having the score keeper give the judge account "admin" access, which obviously isn't ideal.
