Judging feedback can be entered but not seen online for traditional events

**Describe the bug**
Judging feedback can be entered into the FTC-Scoring system for a traditional event, but there is no way to view the feedback there as a team.

**To Reproduce**
Steps to reproduce the behavior:
1. Enter judging feedback for a traditional event into ftc-scoring.
2. Log into ftc-scoring on a team-associated account and observe the feedback cannot be seen.

**Expected behavior**
Either judging feedback at traditional events can be entered and seen online, or traditional events cannot have feedback entered on the online system.

**Additional context**
Judging feedback was entered online for the FiT-North Area Championship and teams reached out to report that it was not visible.
