Description
**Is your feature request related to a problem? Please describe.**
At an even this last weekend I was discussing with the head ref @EOnstad about this feature. It would be useful if the Head Ref had a way to see information about cycle time in the Head Ref View. This way they could be more schedule aware of if we are running behind or ahead of schedule as well as have a way to see approximately how long the FTA has been working with a team. My concern with this is we don't necessarily want the head ref arbitrarily using this to take away the judgement of the FTA on if a team can compete or not in a match, but it would be a useful data-point for the FTA and Head Ref to make that determination.
**Describe the solution you'd like**
Some possible ways this could be implemented that would be useful:
1. Show the scheduled start time of the match. This isn't perfect because at many events the scheduled time isn't accurate if Drivers Meeting runs late or something similar. I would want to see #546 completed if this was the route you choose.
2. Show the same minutes ahead/behind schedule that is shown on the match control page. Also only useful if the schedule is correct.
3. A clock that automatically starts counting up whenever the previous match either finishes or the score is committed. This would be similar to the `C08` timer, but that requires manually starting the timer and stops counting after 5 minutes which is really when you would start to care about how long it has been.
4. A timer that can manually be started and counts up. This could be used if it looks like there is going to be a delay and keep track of how long the field techs have been working with the team
I'm sure there are other ways this could be done as well. I lean towards a combination of option 2 and option 3, but I am curious if others have options or suggestions beyond what I have suggested.
**Describe alternatives you've considered**
There is always the option of using a third party timer app on the tablet, or having the match schedule up in a different tab that has times.
**Additional context**
I am concerned that adding a feature like this could be abused. It is most useful at a smaller league meet type event where you have a Head Ref and an FTA and that is it for field/match management. At larger events you typically have a dedicated Field Supervisor who can be more responsible for monitoring cycle times, but that is very uncommon at smaller events with fewer volunteers. I am also concerned that this could be abused to take away some agency and decision making from the FTA. I think these concerns can be mitigate with training and communication, and I would even possibly like to see the quote on the `Schedule Mindset` from the FTA Manual included in the help information about the feature.
