Make TSE inspection rows optional & add to FTA Notes Form report

At our recent qualifiers, not all of our teams provided team shipping elements. Thus the through questions aren't really applicable on the robot inspection sheet -- can they be made optional and/or provide an alternative checkbox row that says no scoring element was provided (and have either the set of 5 or the set of 1 be checked to allow pass to be clicked)?

We had just checked those 5 rows off just to pass the form, and had added a note in the free form text box stating "No TSE" just to have a record of it somewhere, but it's hard to keep track of during match play later in the day. It would then be nice to be able to get a list of all the teams w/ and w/o a TSE. One possibility would be to just place that information on the FTA Notes report page so at least it's more accessible.
