UFCx without `C` compiler?

Description
Currently cmake requires a `C` compiler to 'build' `UFCx` - can we turn this behaviour off, [ref.](https://stackoverflow.com/questions/50063330/cmake-for-non-c-project-on-host-without-a-c-compiler)?
