Migrate docs from archived repo

## User Story
As a developer contributing to the Free Code Camp Website
I would like to ensure that the current development practices are documented in the project's README.md
so that all team members have clear guidelines for the development process.

## Acceptance Criteria
GIVEN I am a contributor to the project
WHEN I want to install and set up the project
THEN I can look at the readme for instructions on how to do so

## Implementation Advice
The projects current [README.md](https://github.com/FCCColumbus/cbus-web#readme) does not have the current dev practices documented.

Find the dev practices from the legacy repo's [README.md](https://github.com/FCCColumbus/fcc-columbus/blob/master/README.md) and migrate them to the current FCC Website's repo.
