"Updates" card in the News page

**Is your feature request related to a problem? Please describe.**
After every patch release, players should be notified of the actual update, as well as its contents. Currently, the transfer of information is reliant on either the dev team making a news request to have the patch notes be posted as a news item, or, the player opening a game that opens the lobby.

The first usually happens too late, and for the 2nd, players that play exclusively via matchmaker won't actually ever land in a lobby.

**Describe the solution you'd like**
I'm not sure how automated the 'popup' window with patch notes in the lobby is, but if it is, my idea is we could simply have a dedicated "card" in the client landing page that holds info/links for the latest updates. A split card, where one half holds latest patch, and the other half latest balance patch, would be even more nifty.

Depending on what is possible and easily achievable, a kind of highlight for the particular sub-card title could be nice (notice the ugly-yellow below, it could be golden or whatever feels appropriate). I'm thinking it would be ideal the highlight stays on until the user presses on the sub-card, which would link to the actual web/github/wherever update notes.

Alternatively, the highlight could be active for a day after the player first logs in after patch update, or if that's a lot of work to achieve, for a few days after the update is published.

If it's possible that this gets auto-updated when the patch rolls out, this would reduce the foresight strain on the dev/balance teams.

**Describe alternatives you've considered**
The alternative exists, and it's the news hub, but that requires the foresight of the dev/balance team to actually make it ahead of time. They never do. And I understand, their goal and focus is to actually update the game, not spread news about it.

With next patch would be lovely.
