Add lobby option to control phantom/paladin/innocent assignment time

Multiple people have requested that the assignment time be adjustable. Currently, it is fixed at 8 minutes. There is a hook in Phantom-X right now to allow the assignment time to be changed (it is used to move up the assignment time when using Roanoke pre-built settings), so adding this as a lobby option should be fairly trivial.
