[Bug]: Distribute orders is incompatible with the ferry command.

### Describe the Bug

Excepted behavior, have selected ground units-> click the ferry icon, give orders, distribute orders. Units, complete the ferry, then deal with their orders.

Actual behavior, distributing orders after clicking the ferry icon, completely removes the ferry and they go straight to their distributed orders without boarding a transport.

try and have units be ferried and carry out distributed orders, they will not board the transports.
